আজ ২২ ফেব্রুয়ারি। স্কাউটিং আন্দোলনের প্রবক্তা লর্ড ব্যাডেন পাওয়েল ১৮৫৭ খ্রিস্টাব্দের এই দিনে জন্মগ্রহণ করেন। তারই হাত ধরে ১৯০৭ খ্রিস্টাব্দে স্কাউটিং আন্দোলনের সূত্রপাত ঘটে। তাই ২২ ফেব্রুয়ারি বিশ্বব্যাপী স্কাউট দিবস হিসেবে পালিত হয়।

বাংলাদেশসহ বিশ্বের প্রায় ৩৮ মিলিয়ন স্কাউট আজ এই দিবসটি পালন করছে। বর্তমানে বিশ্বের ২১৭টি দেশে তিন কোটি ৮০ লাখ স্কাউট ও গাইড রয়েছে।

১৯০৭ খ্রিস্টাব্দে স্কাউটিং আন্দোলনের সূত্রপাত হলেও আমাদের এই অঞ্চলে (ভারতীয় উপমহাদেশে) স্কাউটিংয়ের যাত্রা শুরু হয় ব্রিটিশ আমলে। আর ১৯৪৭ সালে দেশভাগের পর ইস্ট পাকিস্তান বয়স্কাউট অ্যাসোসিয়েশনের যাত্রা শুরু হয়। ১৯৭২ সালে তার নাম পরিবর্তন করে রাখা হয় বাংলাদেশ বয়স্কাউট অ্যাসোসিয়েশন। ১৯৭৮ সালে আবার নাম পরিবর্তন করে রাখা হয় বাংলাদেশ স্কাউটস। ১৯৯৪ সাল থেকে মেয়েরা এর সদস্য হওয়ার অধিকার লাভ করে।

দিবসটি উদযাপন বিষয়ে বাংলাদেশ স্কাউটসের পরিচালক (প্রোগ্রাম) মো. আবু সালেক গণমাধ্যমকে জানান, আমরা এ দিনটিকে কেন্দ্র করে সপ্তাহব্যাপী বিভিন্ন কর্মসূচি হাতে নিয়েছি। আজ (২২ ফেব্রুয়ারি) বিকেল ৩টায় স্কাউটস ভবনে রচনা প্রতিযোগিতা ও আলোচনা সভার আয়োজন করা হয়েছে।

বাংলাদেশ স্কাউটস সূত্রে জানা গেছে, দেশে বর্তমানে ১০ লাখ ১৫ হাজার ১১৬ জন স্কাউট রয়েছেন। কমিউনিটি সেবা, কৃষি, স্বাস্থ্য, শিশুকল্যাণ, নির্মাণ ও সস্তায় বাড়িঘর তৈরিতে তারা সহায়তা করে থাকেন। এ ছাড়া বন্যা, ঝড় ইত্যাদি প্রাকৃতিক দুর্যোগ সামাল দিতে, অসহায় মানুষের আশ্রয় বা পুনর্বাসনে তারা স্বেচ্ছাসেবকের ভূমিকা পালন করেন।

১৯৫২ সালের ২১ শে ফেব্রুয়ারিতে যারা বাংলা ভাষার জন্য জীবন দিয়েছিলেন সেইসকল ভাষা শহীদদের প্রতি বিনম্র শ্রদ্ধা জানিয়ে শুরু করছি আজকের পোস্ট। ২১ শে ফেব্রুয়ারি আমাদের বাঙ্গালিদের জন্য একটি গৌরব উজ্জ্বল দিন। ইতিহাসের এই দিনেই মাতৃভাষার জন্য রাজপথে জীবন দিতে হয়েছিল সালাম, বরকত ও রফিকসহ নাম না জানা আরও অনেকেই। তাদের জন্যই আজকে আমরা মন খুলে বাংলা বলছি, লিখছি। বিশ্বের ইতিহাসের বুকে মাতৃভাষার জন্য বীরল দৃষ্টান্ত স্থাপন করেছিলাম আমরা এই বাঙালীরাই। আর তাই এই দিনটি আজ শুধু বাংলাদেশ স্মরণ করেনা। ২১ শে ফেব্রুয়ারি দিনটি স্বীকৃতি পেয়েছে আন্তর্জাতিক মাতৃভাষা দিবসের। সারা বিশ্বই দিনটি স্মরণ করে।

যুক্তরাষ্ট্রভিত্তিক গবেষণা সংস্থা হেলথ ইফেক্টস ইন্সটিটিউট এবং ইন্সটিটিউট ফর হেলথ মেট্রিকস অ্যান্ড ইভালুয়েশনের যৌথ উদ্যোগে প্রকাশিত ওই প্রতিবেদন বলা হয়েছে, বায়ুতে যেসব ক্ষতিকর উপাদান আছে, তার মধ্যে মানবদেহের জন্য সবচেয়ে মারাত্মক উপাদান হচ্ছে পিএম ২.৫।
এতদিন এ উপাদান সবচেয়ে বেশি নির্গত করত চীন। গত দুই বছরে চীনকে টপকে ওই দূষণকারী স্থানটি দখল করে নিয়েছে ভারত। চীন ও ভারতের পরেই রয়েছে বাংলাদেশের অবস্থান। এ ক্ষেত্রে সবচেয়ে ভালো অবস্থানে রয়েছে জাপানের টোকিও শহর। প্রতিবেদন বলা হয়েছে, বায়ু দূষণের কারণে বাংলাদেশে বছরে ১ লাখ ২২ হাজার ৪০০ মানুষের মৃত্যু হয়।

প্রস্তাবিত কুমিল্লা বিভাগের নাম ময়নামতি বিভাগ হবে বলে জানিয়েছেন পরিকল্পনামন্ত্রী আ হ ম মুস্তাফা কামাল। আজ মঙ্গলবার পরিকল্পনা কমিশনের এনইসি সম্মেলনকক্ষে অনুষ্ঠিত একনেক সভা শেষে প্রধানমন্ত্রীকে উদ্ধৃতি করে পরিকল্পনামন্ত্রী সাংবাদিকদের এ তথ্য জানান।

২০১৫ সালের ১২ জানুয়ারি মন্ত্রিসভার বৈঠকে ময়মনসিংহকে অষ্টম প্রশাসনিক বিভাগ ঘোষণার সিদ্ধান্ত হয়। এরপরই উঠে আসে কুমিল্লাকে বিভাগ করার বিষয়টি। ওই বছরের ২৬ জানুয়ারি চট্টগ্রাম বিভাগকে ভেঙে কুমিল্লা ও নোয়াখালী অঞ্চল নিয়ে পৃথক বিভাগ করা যায় কি না, এ নিয়ে প্রধানমন্ত্রী শেখ হাসিনা পরীক্ষা-নিরীক্ষা করতে মন্ত্রিসভার নিয়মিত বৈঠকে নির্দেশনা দেন।

আজকের একনেক সভায় মোট ৩৬৮৪ কোটি ৫০ লাখ টাকার ১১টি প্রকল্পের অনুমোদন দেওয়া হয়েছে। এই অর্থের মধ্যে দেশজ উৎস থেকে ২ হাজার ৬৪২ কোটি টাকা দেওয়া হবে। প্রকল্প সাহায্য পাওয়া যাবে ৯৫৪ কোটি টাকা। বাকি অর্থ প্রকল্প বাস্তবায়নকারী সংস্থাগুলো দেবে।
অনুমোদিত প্রকল্পগুলোর মধ্যে অন্যতম হলো উপজেলা পর্যায়ে নারীদের জন্য আয়বর্ধক প্রশিক্ষণ প্রকল্প। এ প্রকল্পে ব্যয় হবে ২৫০ কোটি টাকা। প্রকল্পের আওতায় আগামী তিন বছরে ২ লাখ ১৭ হাজারের বেশি নারীকে বিভিন্ন বিষয়ে প্রশিক্ষণ দিয়ে দক্ষ করা গড়ে তোলা হবে।

অন্য গুরুত্বপূর্ণ প্রকল্প হলো ৯৯০ কোটি টাকার বাংলাদেশ আঞ্চলিক আবহাওয়া ও জলবায়ু সেবা প্রকল্প।

সভাশেষে প্রধানমন্ত্রীকে উদ্ধৃতি দিয়ে পরিকল্পনামন্ত্রী জানান, সময়মতো পদ্মাসেতুর নির্মাণ শুরু হলে এত দিনে কাজ সম্পন্ন হয়ে যেত। মিথ্যা অভিযোগের কারণে সময়মতো নির্মাণকাজ শেষ করা যায়নি। পদ্মা সেতু হলে জিডিপি প্রবৃদ্ধিও বাড়ত।
